I love sitting and watching the fire in my insert. Sometimes, like now, the wood does not even look like it is on fire but there are flames burning on the top in and around the combustion tubes. is this normal?

Yes, that's pretty normal. As long as there is active secondary burn it's fine

That's smoke burning, secondary combustion, gives you a nice clean burn.

I get that all the time. Some call it ghost flames. I like when they are purple and very slow and shoot out real far. Best fire IMO.

That's the what you're looking for if you want a long, clean burn.
