Best block size for 6" round tile liner?

Would construct block interior chim with 6" round clay flue liner which seems best for stove with 6" vent. Would apply layer of brick over exterior. Would like to insulate also. Would 16x16 block bee too large? Does code require a certain space between liner an block?
 
Seems like a lot of work. Would do this with a class A metal flue and be done with it.
