Can an insert be used as a regular fireplace if the manifold and baffle board are removed? In other words can I have a fire in the insert without the manifold and baffle?

You will not find anyone on this site that will tell you this is a good idea. I assume you were planning to vent this directly into some sort of masonry chimney?
 
One of the issues is that the chimney of a fireplace has a much larger cross section than that of a stove/insert.
This is because the air flow through fire and flue will be much larger for an open fire.

Doing this with an insert door open is not ideal if your chimney is sized for a stove (e.g. 6" dia).

Without the baffle, you would also direct the flames directly into the flue, and given the very high speed of the air flowing (because of the small diameter for a stove flue), they'll reach high - more chances to create a chimney fire.

Flames should remain in the insert, and not come out far or for a long time.
 
Thanks for the quick responses. I figured there'd be some issue with doing this. I have a metal flue liner in the chimney which goes up two stories.
I actually almost had the manifold reinserted with a new baffle board, but am not strong enough to get it in place.
It's a Heartstone Clydesdale...any suggestions or tricks to getting it back in?
