After 6+ inches of snow since this morning, I just got out and took a look at the chimney. Dark icicles are hanging off the cap. I was just up there last weekend and while the cap was cruddy, the SS pipe only had a very thin black covering on the inside. How concerned should I be about these icicles? It sure isn't pretty.

Taste em, if they are pepermint you are fine, if they taste like orange you are doing something wrong  You are fine, just snow hitting the cap and melting. If you keep it warm enough it will never freeze over the cap. I call them smokecicles.

That's a sign of the GRINCH! WATCHOUT!
