Do I need to adjust the blue button on the side of the Mt. Vernon insert?

Does anyone know what is this blue button for (pointed by the red arrow below)? It shows 1,2,3 .. It's on the side of the Mt. Vernon insert .. Do I need to adjust it? Thanks
