Gap between chase collar and flue

We ordered a new chimney chase cover from Rockford and followed their measuring guide. When taking off the previous chase, we noticed the opening hole in the original chase was quite a bit bigger.

Is there a minimum gap we need for the opening in the chase where the collar is, and the flue pipe? The new one has about 1/4" of space all around it, but the original one has about 3" of space all around (which wss covered by the storm collar and some meshing).
 
1/8-1/4" is good. The large gap was probably for larger chimney pipe. Was the chimney pipe replaced at some point?
