just installed gas fire place exhaust is flexible pipe 4in inner 8in outer thinking going to get cold air from outer pipe wondering if can wrap outer pipe with duct insulation according to specs it's rated for 250 degrees thank for any help

no, the pipe cant be wrapped
check owners installation manual for clearance requirements
 
I would normally ask why you feel you need to do this? It's not unheard of the use a non combustible insulation to wrap a length of Direct Vent pipe where it passes through unconditioned spaces (e.g. an attic in a cold locale) to prevent condensation or icing, but the allowance may vary from manufacturer to manufacturer.

The way a balanced flue system works is that the cold air from outside is only getting pulled into the firebox in large amounts when the appliance is running, and when it's running the inner pipe effectively warms the air within the outer pipe as it gets closer to the unit. If you are located in a cold climate, most newer appliances that aren't millivolt (standing pilot) are likely to have a standing pilot (aka cold climate or continuous pilot) switch. The purpose of which is to keep a layer or warmth within the unit and vent to prevent cold air infiltration into the home, as well as to improve function, particularly start up, in cold conditions.

I would never recommend this (wrapping a DV pipe) unless you had a condition as detailed above, a lengthy pipe run in an unconditioned air space, and only then when the appliance manufacturer authorizes it.
