help enviro fire EF2 convection blower fan switch is not working.

I have a enviro fire EF2 free standing stove. the fan switch does not work. the blower does not seem to be on high its just stuck in a setting. i've tested the wires and I'm getting about 115-117 on both wires coming out of the fan switch. with i turn the switch to the off position it does not kill the blower motor. but i do get less then a volt out of the wires. i've done the trouble shooting that the manuel says but that has got me no where, where looking for some help. would greatly appreciate it.
