How to measure draft

I think I may have too much draft and would like to have it measured. My oil burner guy has a very nice setup and is friendly enough with me to do the measurement. When should the measurement be taken? When the stove is operating at normal temps? When everything is cold. Craig had mentioned DraftRite gauge. Seems they are about $100. Are there any less expensive ones available?
