Installing Baseboard....new question

Im installing baseboard on my outside walls in the basement. Is it ok to set them on top of the 3 1/2" finish boards ? Will they work as well if their not sitting on the floor ?
 
As far as I know, they should work fine. I set mine an extra inch higher to allow future flooring installation (carpet or whatever). Too high and they won't be drawing in the coldest layer of air near the floor, but I'd think that 3 1/2" should be fine.
 
it will look a little odd, but should perform the same. Just temporary or you don't want to cut into the base trim?

The tack strip for the carpet goes to the baseboard (trim). If I take the baseboard (trim) off, I think it will look worse.
