Installing Harman Wall Thimble / Vent Kit

Question for those of you that might have a Harman Wall Thimble.. Does the white "pad" come out before installing or is that a filter/ insulator?

I picked one up and plan on installing the new stove in the morning and as I am looking over I realized there is no instruction booklet and am not sure if that comes out or stays in.

Thanks for any tips on whether this is a air filter/ insulator or if that needs to come out.
