Is this normal?

I have a Regency I2500 Insert. At the top center is a bar to Engage the Cat. It Slide in. I have noticed if I am at the right angle, that I can see the glow of the flames around the engaging bar. Is this normal? I am assuming that this is another source of Air to get into the box. Should there be some sort of gasket to seal that off, or is that by design?
