kaowool block off..how to do it right ?

beside sleeping hibbomock
my stove was just installed today and the guy used 1/2" or 1" blanket of koawool...just one layer. it sags between the flue opening and is not really tight adn it's done with some smaller pieces patched together. Is it common to use only one layer and does it get adhered to the flue opening. I know a lot of guys suggest a solid block off plate, but going this route with only kaowool, it appears not to be done right, more half a$$ed. how should it be done ?

Make a metal block off plate & lay the Kawool on top. Seal around the block off plate perimeter with silicone, seal around the liner with furnace cement. Now it will be insulated & air tight.
