We were ready to buy a Napoleon EPI3C wood insert for our existing fireplace. However, the insert requires 16” or clearance as measured from the stove surround to the mantle. Our opening is 16“ from the mantle, so the added surround makes the distance too short.

are there any low clearance wood inserts? Why does Napoleon measure it from the surround (which itself is like 3-4 inches).

do pellet inserts have similar constraints?

we don’t want to move the mantle or add a non-combustible material to the bottom of the mantle?
 
Yes, typically the measurement is to the insert body unless the surround is integral to the convection outlet. The docs aren't exactly clear between the contemporary and traditional surrounds. They do list another dimension P for the height from the hearth to the mantel. Does this make a difference?

Can you place a layer of painted sheet metal 1" under the mantle to reduce clearances? I have seen this done before and it doesn't look too bad.

Take a look at the Pacific Energy Neo 2.5 insert and the Lopi Large & Medium flush inserts.
