Can someone tell me an approximate maximum surface temperature for a double wall stove pipe. I know that an inside temp of 650 degrees is ok, but I am taking readings with a hand held temperature gun. I dont want to drill a hole in my pipe and stick one of them internal thermometers in.

I can tell you that Selkirk's double wall is tested to UL 103HT and ULC-S641.

Also, I found this: "The UL 103 category "residential chimney" is divided into two levels: regular UL 103 and UL103 Type HT. The regular UL103 is tested to a maximum continuous operation temperature of 1000º F and a maximum short term temperature of 1700º F. The UL103HT chimney is tested to a maximum continuous operation temperature of 1000º F and a maximum short term temperature of 2100º F. That is why this type of chimney is often mistakenly referred to as "2100 Chimney."

These documents only state the maximum inside temperature as being 650*C. I would like to know the maximum temp on the outside of my double wall stove pipe.

The pipe is rated by the interior temp. 1200F is the rating for max continuous operation. If you want to know maximum exterior temp, maybe call the manufacturer? I doubt many of us run the stove at the max 1200 degree continuous limit.
Our stove flue typically peaks at about 600F interior temp on the probe thermometer. Right now with a flue interior temp of 400F, the exterior temp on the pipe is reading 180F at 18" above the stove top, stove top is at 555F. Note that the exterior pipe temp varies hugely depending on the distance from the stove.
