I am doing a fireplace remodel and i only have 8' ceiling height with a tv above . Does anyone know if i can install a mantel lower than specs if i use a non combustible one. I am replacing a builder grade woodburning fireplace with a kozy heat z42 .

If the mantel is non-combustible then it won’t matter. You need to make sure there’s something to mount it to though. You can’t add any combustible framing below the rough in dimensions from Kozy.
