Outside Air Up Chimney With 4 Inch Liner

can I use regular three inch flex pipe up the chimney for outside air?

There is no reason you can't, you'll just need to reduce the 3" to the correct air intake on the stove. Should be able to find something at an auto parts store or a muffler shop.
 
3" into a 4" liner?
Seems like there will not be a lot of area left in the liner....

Sorry. I just mean can I use 3 flexible pipe all the way up the chimney for outside air next to my 4 inch chimney liner?
 
Thats what I do.I like it because the incoming air is warmed by the outgoing exhaust.No problems with condensation.You don't need to run the fresh air intake all the way up the liner.My chimney is 16 feet and I run the air intake up about 8 feet.This is the cap I use.(broken link removed to http://www.duravent.com/docs/product/PVP_PrairieCap%20and%20Increaser_W.pdf)
 
My outside air tubing only goes up to about the old smoke shelf on the other side of the block off. Works fine.

I use the same cap and run my pipe all the way up to it. It's cheap enough
