How much can you reduce mantel clearances by using a non-combustible mantel?
 
Interesting question. The mantle itself would have virtually no clearance if non combustible but you wouldn't want to put anything on it.

I'd think to play it safe you wouldn't want anything combustible on the mantle (i.e. decor) at a height lower than clearance but I'm sure the mantle itself acts as a heat shield of sorts so could probably get away with combustibles on the mantle slightly lower than clearance.
