replacing a flue damper

This wood stove has single wall pipe coming straight up from the stove and the round damper has corroded away leaving just a corroded 3/8" rod in place. Problem is I can't find a cast iron 9" round damper to fit inside the 9 1/2" I.D. pipe. Largest I've been able to find is 8" but that would leave a 3/4" gap around the circumference. The damper resides about a foot or so above the top of the stove so it's really in the "line of fire". Other than cast iron, can I fabricate one out of steel (4130 or stainless)?
 
You could fab one up. Where did you find 9.5" stove pipe?
