Easy, if it’s under sized and burned too hot all the time this will happen. I wonder what the rest of the stove looks like?
 
Wow- that stove looks like it was mistreated severely. The greyish white top indicates very hot temps, is the top cracked too? Can't tell for sure. I'd be reluctant to want to put her back in service, unless it was went through carefully and verified ok to use.

We've seen a few like this. Years ago, there was a lady up in CA that bought a seriously abused Summit that was at least this bad. Lack of maintenance and running the stove hard, regardless of weakened parts, will eventually burn out components of any stove.
