Stuck restricter?

Hello, I have Pioneer PS (Heritage Bay PS) model stove and I'm wondering why my restricter won't budge either way. Does the stove need to be turned on and running to adjust the restricter or maybe there is a way to lock it into place so it can't be adjusted? I just moved into a home with it already installed so I'm not familiar with the machine in any way. Any advice or help with be much appreciated.
 
Rusted stuck, or creosote stuck. You need to get to it and clean it. Some have had success by spraying it.
