Timberwolf blower speed too high

I have a Timberwolf TPS35 pellet stove. I have a problem with it burning too hot which I believe is associated with the combustion fan. Manual says to trim it down to a voltage between 90-95V. Trouble is that I’ve maxed the adjustment to lowest speed and it’s still putting out 95.8V. Would this be a faulty blower trim component of the circuit board? Would I be able to add in a voltage regulator where the fan connects in order to reduce it to a proper speed so it doesn’t burn so hot? I’ll attach pictures of the manual and the circuit board. Thanks for any input.
