Nominal! As in 12,000 BTUs at some reference outdoor temp (often 50°F) and 'lift'.

You should size using a BTU vs outdoor temp table to determine the balance temp.

Fun fact, IIRC, a 'ton' of cooling is what you get melting a short ton of ice per day.
