What is your experience with the vaccu stack cap, plugging up and not letting the insert have a draft?
The chimney guy wants to take my new one off and put a small $45 cap on my liner, so that it will not get clogged and breathe better.
What is your thoughts?

If you don't burn right, it doesn't matter WHAT type of cap you've got on the system.
VacuStack caps are as good as any other for most situations &
are mostly used to prevent down-drafting...
You are either burning unseasoned wood, not burning hot enuff, or both.
I don't see any need to change the cap.

Agreed. Don't treat the symptom, treat the cause.

Usually a clogged cap is caused not by the cap or it's screen, but by burning damp wood or burning with too cool a flue or both. FWIW, we have a Simpson 1/2"-screened cap that's seen about 9 cords of wood smoke through it. It's never shown any sign of clogging.
