Vigilant damper handle stub - how does it come off?

How does the damper handle stub come off?
Is it threaded, or does the hex screw hold it in on a ridge?
Mine will not come off and I wonder if I should just get as much lubricant as I can in there and hit it, or if I need to screw it off.
Thanks in advance for any wisdom.

welcome to the forum. it should be just the hex screw that is holding it on the shaft. try heating the handle only with a torch, that will expand the handle then pull with pliers and tap it at the same time
