Should I transplant perineal bushes, milkweed, etc, now or when all the stalks die out?
 
Early spring or in the fall when the temps are cooler and the plants need less water.

It's almost Fall, so now if you are in a colder agricultural zone , so the roots have a chance to recover a little before the first frost. If you do Fall (or now) water like it is (a normal) Spring.
 
Thanks for that. I'm expanding my pollenators planting space by 3 times, so I may do this also.
I am collecting the seed pods once they break open as described in the article. Storing in a cool dry place until spring.
