50% turn down?

I have been trying to research for my friend a propane heater and I often see in the description that a unit is capable of 50% turn down? What does this mean?
 
It means that if it is a 20K BTU input, you can turn it down to a 10K BTU input...50%
Thank you sir! Thats what I thought it meant but wasn't sure...that opens up a lot of options!
