Flue connector pipe

How tight or snug should the connection be from the flue adapter to the stove pipe? I'm trying to figure out if I have leaks that contribute to my draft issues. Here is the picture of my stove connection. The grey stuff is from a fireplace cement that eventually cracked and crumbled.

looks like the pipe is not fully seated in the flue collar.
fully seat the pipe, or add some furnace cement, if the draft increases much i'd be surprised.
