Are my Regency fans going bad?

We have a Regency I3100 installed in 2001.

I swear as the years have gone on, the fans are running slower and slower. In earlier years, running the fan on high was too loud to watch TV in the same room. Now running it on low, it seems to be barely running enough to move the air.

We clean the fans at least twice yearly. Are we not doing something or are the brushes in the motors perhaps wearing out?

Anyone else experience this with their Regency insert?
