Better flame with air choked off

So I have a Lopi 400ps and I am noticing that although the ash pan and door gaskets appear to be in good shape I seemingly get a more consistent flame with the intake almost all the way choked off.

It seems like it blows the flame out and all that is left are red pellets.


Even on high fees I usually can't run the intake all the way open.
I replaced the ash pan gasket and the door gasket passes the dollar test. The bottom was a little less resistant than the top and sides but it didn't seem by much.

Would this normally point to a problem or leak?
