Feeling the Heat

Hi I have a Breckwell P2700 stove , It seems to work fairly well however the flame continually changes height.

It goes down so low in the fire pot that it can hardly be seen, at times it nearly quits burning then in a minute or so it flares up and fills the entire fire box for about for approx 3 minutes. It does this the entire time it is burning.
It does this on all of the heat settings, If I damper it down it is steadier however the fire pot will fill up with pellets if I damper it down very much.

Is this the nature of the beast or is it a pellet feed issue?
 
Does not appear normal to me,swings too big.Time auger,on and off times,make chart.If not consistant,jumper vacuum switch and redo tests.If still not consistant,call breckwell.
