Can I glue sheet metal on top of a hearth rug for type 1 protection?

Hi

Can I apply an adhesive to sheet metal and glue a rug on top for type 1 protection? I would prefer the material to be thin. Would this be legal? The sheet metal would lay on top of the carpet. The rug would be fire retarded.

The plan would be to move the woodstove out a little bit. Unfortunately the 16" would be past the tile so I would need to add type 1 protection.

A rug doesn't really qualify. Is it fiberglass? Is there carpeting underneath?
 
According to the manual 26 gauge sheet metal does and it says it can be covered by a non combustible rug. There is carpet underneath.
Why glue it to the rug? All you need is the sheet metal
 
My Building Inspector just required the hearth rug which was Fire Retardent
