Technically probably yes, but it would have to be stripped down to the right thickness and it may be too loose fibered and uneven. Kaowool of the proper thickness is a better option.
 
The Roxul will have binders in the material that can off gas when they get hot. The base material is fine for high heat, but the finished product isn't intended to be constantly exposed to the liner temps. Many folks do it and don't have issues.

The kaowool products are intended to be constantly exposed to heat and are the technical best option, but can be more expensive.
