Chimney cap/top/cover - installed correctly?

Hello all, chimney/fireplace newbie here looking for some quality feedback/info.
We recently had our home's siding replaced from old LP to Hardie, and while we were at it the same installer replaced our chimney top. I am wondering if it looks like a typical install job and was correctly installed. Some background, we have a prefab chimney with wood burning fireplace and previously had a chimney chase and chimney cap up top. The installer removed the old rusted chase, left the old cap (on top of the flue) on, and installed a new chimney top cover. There is an opening under the new top though around the cap under the top which leads me to believe rain could get in through the mesh and down inside the chimney stack. I've attached a few pictures. Thoughts?

No that is not ok. That opening needs to be covered
 
Geez, what's up with installers anymore. Same thing happened to me last week!
 
What were they thinking. Until they fix it I would tarp over the whole thing, and of course don't lite a fire.
