What is this discoloration on this selkirk chimney.it for sure has not been overtired.its in a garage hooked up to a wood furnace.maybe gets used couple of times a year

Are there a lot of creosote splotches around the base that have dripped off of the cap?

It's hard to say from that pic but it looks kind of like rust spots
 
It's for a friend and he has the same chimney in his basement running a 3100 regency and that chimney gets burned almost 24/7 and no issues on it.

I’m not sure, but it looks like the reflection of a guy with a camera. It doesn’t look dangerous, but we don’t know what else he’s taking pictures of.
