Chimney height

My buddy bought a cabin and it has a wood burner in it. So I felt obliged to safety check it for him. The first thing I noticed is his chimney is about 2 feet shorter than the roof peak. It's about 7 feet from the center. The stove seems to work fine, he's never had a downdraft. But my question is, will adding another section of class A chimney improve his stove any?
 
May not improve the draft any but will make it legal. Top needs to be 2' above anything within 10' and 3' above where it exits the roof
 
It should improve the draft by raising the chimney.
