Should the liner in an existing fireplace flue be sealed at both ends of the space between the liner and the old flue?

Is this for an open fireplace or an insert? What type of fireplace?
 
Open fireplace with liner connected to a wood stove in front, not an insert.
A masonry fireplace or a prefab? Is the liner insulated?

And yes you want it sealed top and bottom as well as possible.
 
Prefab, central chimney , no insulation. 25ft in house 5ft above roof. Thanks for the info!
Then you need to follow the instructions for the fireplace as to what can be done with it
