My Classic Bay 1200 only works on high. If heat switch is set to medium, it starts on high as it should. After it lights, everything bogs down and the flame is lazy and will eventually go out.

Seems to be, and yes. The blower fan speed will only work on high also. Damn thing works great as long as both switches are set to high.
