Creosote Burned or Melted ?

This is a picture of a masonry fireplace that did not have 2 inch clearance to wood framing. The right side of picture shows creosote which was dripping down from above. In your opinion was creosote melted or did it actually burn ?

It doesn't look burnt to me. Are you sure it's creosote and not that paper or roofing tar?
 
Yikes! It looks melted. When creosote has burned, it gets puffy. But it might have burned higher up. Tar?
