Can a teloscoping pipe be reused? When I take the screws out that hold the 2 sections together I can move the bottom section down about 1/8th of an inch or so. Can I do this and just drill new holes?

The risk is that the old holes are so close to the new holes that your screw strips. Do what you can to keep the max distance between those holes.
