EVL for rain cap, increaser, exit loss

Hello, I just purchased my first pellet stove (harman accentra) and am working out the vent piping. I'll be using 4" dia pipe and will install outside air kit. The installation is for a 1000 sf cabin in Colorado at an elevation of 8000'. I've done a fair amount of research and have not been able to find an EVL for a raincap or a 3" to 4" increaser. It also apears that the exit loss from the vent pipe does not come in to contention.
