Excessive draft , If I shorten my Jackes -Evans pipe 3Ft

I’m getting excessive draft . If I shorten my Jackes -Evans pipe 3Ft. ( Chimney is 28ft high) , would that help reduce my draft,and if so how much .

What's the pipe for. Shortening the pipe could have a negative effect. Is a flue damper an alternative option here?
 
I installed a damper , But it made a the draft worse. I have a Barometric damper installed ,which does help some . But burn time is only three hours . As you can see the pipe is sticking out the chase about three ft.I get a strong west wind which I think is effecting my draft . so if I remove the 3ft section of pipe it would bring it down just to the top of the chase . If I do this would it slow down my draft . The stove (N30 ) has no leaks .
