I see all kinds of flue access covers being sold in the U.K., but not here. Could it be a code issue?

You use a hole saw and then wrap this around it with a high-temp liner. What could go wrong?

If someone designs one to work with their liner or chimney system and gets it ul listed as part of that system it would be perfectly legal. The only one I know of is part of the Jeremiah's chimney system.
