Godin not burning coal cleanly

I have a petit Godin w/2 outlets in back. Coal burning (nut size) produces long black "cobwebs" stuck to lid. Any ideas on cure?
 
It's called smokeweb, or soot tags.

They form where there is little circulation and too low heat.
Coal dry? Blaschak coal by chance?

Are you burning correctly with some blue flame? This time of year is difficult burning coal hot enough. If you are loading up to chill firebox and cutting air back, that will do it.
