We are unable to move the damper to open the flue to our Harman wood burning stove. The stove is only two years old. The damper handle has some mobility, however the damper plate appears to be shut tight. We’ve searched Harman site for troubleshooting but have not found anything remotely related to this issue. Any recommendations or suggestions are welcome & greatly appreciated

Usually when the bypass damper doesn't work properly it is either an issue with the linkage or the damper itself has warped causing it to get stuck. This will take some visual inspection. You might try gently tapping on the bypass damper with a rubber or plastic mallet while working the bypass to try to open it.

Thanks so much- I was able to open the damper this morning without using a mallet. But now I noticed rust on the top of the stove lid and it’s only two years old. We had some torrential rain the other night but the flue and damper have been closed.i used some vinegar to clean up

That can happen due to high humidity. Steel wool should clean it up nicely. Then give it a very light wipe of mineral oil.

Leave the bypass open over summer.
 
High heat makes steel more rust prone. If the stove is in a high humidity location then maybe spray the interior of the stove bypass rod and area with some silicone or vegetable oil to keep rust down.
