Insulating above damper block off plate in coney

Im installing an insulated flex liner. Where it goes through the original damper throat (it has been removed) I will have to cut the outer shell off and do single wall. I got fire and sound mineral wool for above the block off plate, will it be okay to touch the pipe? Also if it isn’t could I put the insulation and aluminum outer pipe back on after running the pipe through the damper throat?
 
Its ok if it touches, mines wrapped around it.
