Even when set on 1 or 2 my 25-PDVC burns like this. Small flame at first, then takes off, then drops back down....etc.

That is how they maintain a set temperature...
feed pellets... stop pellets... feed pellets... stop pellets..

what are your lower 3 settings at? on heat range 1 & 2 you can adjust the LFF and LBA (AOT ALWAYS STAYS ON 1). Do you have the 2 holes under the burn plate plugged? they do that pulsing till you get it dialed in then it only does it at start up.

Well on heat setting 1, my Englander will look like it is going out, then it ramps up..
the top auger goes on and off, And so on..
so the flames never appear steady.
I will say though, that the flame looks more lively than the one on the right..
But very low when the top auger stops feeding the lower auger...
That one runs all the time.
On startup, it's just pretty high until it goes out of startup mode.
