the stove has been running on a 20 lb tank till I can get the propane co here, it was running fine till I hooked up a new 40 lb tank the pilot goes on but when I turn the unit on I get a big rush of flame then the unit shuts down. what I mean by a big rush of flame is with the 20 lb tank I gently lit with the 40 lb its seems there is a larger volume of gas. its a 2 stage regulator but its seems the pressure is higher, any ideas. thanks

Did you use the same regulator on both tanks? The pressure on the tank-side of the regulator will fluctuate with fuel level, ambient temperature, consumption rate, etc. The regulator should even that out to ideally around 11" WC on the appliance-side. It's possible the 40lb tank was overfilled/over-pressurized if it doesn't have an OPD valve (triangular shaped on/off handle.) If it is a brand new tank and the air wasn't properly purged from it, that can cause issues as well. Does the pilot go out along with the burner? Does the flame turn very blue before it goes out, or just a rush of flame and then instantly out?
