So they were doing tree work near me the other day and later I noticed a bunch of logs lying on the edge of the road in the grass. Now that grass is someones property. Would you consider that wood to be 'Free' or would you consider that wood to be owned by the property owner?
 
I would consider them to be the owner's property until I talked to them about it.

I would consider the wood belongs to the property owner. When the power company in our town cleared ash trees near the powerlines, they chipped the tops and the log belong to the property owner.
 
Yes owned by the property owner however nothing says you cannot ask them.

I would knock on the door and say I live in the neighborhood. Do you have plans for the wood? I would be glad to take them away if you don't
