When installing the damper on one of these stoves do you drill a hole through the collar and through the stovepipe? Does the stove pipe rest on the damper stem?
 
Typically, the damper sits above the flue collar a bit, like 6" - 18" above. Keep it a few inches away from the nearest stove pipe joint so that the damper has its full rotation without binding or hitting a stove pipe screw.
